Terms of Reference (TOR) for Field Assistants for Data Collection

Background:

The Nigeria Sustainable Urban and Rural Water Supply, Sanitation, and Hygiene (NG-SURWASH) Program is designed to enhance access to clean water, improved sanitation, and hygiene services across both urban and rural communities in Nigeria. As part of the program’s robust monitoring and evaluation framework, comprehensive field data collection is essential to independently verify progress against key performance indicators and disbursement-linked targets.

Objective:

To engage qualified Field Assistants to serve as independent verification agents, supporting rigorous data collection activities that validate NG-SURWASH program outcomes.

Key Responsibilities:

  1. Carry out household surveys and facility assessments using digital data collection platforms.
  2. Administer structured questionnaires and gather relevant information from program beneficiaries, local communities, schools, and healthcare facilities.
  3. Maintain the highest standards of data quality and accuracy throughout all fieldwork activities.
  4. Coordinate effectively with supervisors and team leads to ensure efficient logistics and scheduling for field assignments.
  5. Support the organization and facilitation of focus group discussions and key informant interviews as needed.
  6. Document observations comprehensively and compile detailed field notes to complement quantitative findings.
  7. Uphold all prescribed data collection protocols and ethical standards at every stage of the process.
  8. Promptly address and report any challenges encountered during fieldwork to supervisors for resolution.

Qualifications:

  1. Bachelor’s degree in social sciences, statistics, public health, or a closely related discipline.
  2. At least two years of substantive experience in field data collection, preferably within the WASH sector.
  3. Demonstrated proficiency in using mobile data collection tools and technology.
  4. Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  5. Fluency in English and at least one relevant local language.
  6. Capacity to operate efficiently in rural and challenging environments.
  7. Meticulous attention to detail and strong organizational abilities.
  8. Familiarity with WASH sector indicators and survey methodologies is highly desirable.

Duration: 5 days (with potential for extension based on program requirements)

Location: Various Local Government Areas in Delta, Ekiti, Gombe, Imo, Kaduna, Katsina, and Plateau States participating in the NG-SURWASH program
